Venice requires earphones for tour groups of more than ten (2026)

Venice has written earphones into its police regulation. Since 1 August 2024, any group of more than ten led by a tourist guide in the historic centre or on Murano, Burano and Torcello must hear the explanation through earphones, groups are capped at 25 visitors, and voice amplifiers are banned. Two of the city's busiest sites add their own rules on top.
What does Venice's group rule say?
Article 71-bis of the Regolamento di Polizia e Sicurezza Urbana, added by Council resolution no. 6 of 2024, sets five obligations for guided groups: at most 25 visitors, earphones above ten, no stopping on bridges, distance between groups and no voice amplification. It has applied since 1 August 2024, with no time-of-day exceptions.
Paragraph 2, the earphone clause, reads:
"Nel caso in cui il gruppo di visitatori sia composto da più di 10 persone, è fatto obbligo dell'uso di auricolari per l'ascolto della spiegazione della visita."
In English: "If the group of visitors has more than 10 people, earphones must be used to listen to the explanation of the visit." Students of any level on an educational trip are exempt from this clause and from the 25-person cap.
| Paragraph | Rule | Applies to |
|---|---|---|
| 1 | At most 25 visitors; children up to two not counted | Guided groups, except school trips |
| 2 | Earphones for groups of more than 10 | Groups led by a tourist guide |
| 3 | No stopping on bridges or their access ramps | Guided groups |
| 4 | A later group keeps its distance from one already there | Guide or companion |
| 5 | No voice amplification of any kind | Guide or companion |

Who is fined, and how much?
The guide, mostly. Each breach costs €25 to €500, with a reduced payment of €50, under the 2024 text. For the earphone clause, paragraph 7 fines the guide or companion who did not provide earphones to the group. For the 25-person cap, the organising company's legal representative is fined as well, and repeat breaches bring new fines.
The city's FAQ, circulated by Confcommercio Venezia in July 2024, adds three points: the earphone duty applies to groups led by a licensed tourist guide; a tour leader who narrates to more than ten people without earphones is fined twice, for unlicensed guiding and for the earphones; and one guide may not lead two groups at once.

What changes inside the Doge's Palace?
The palace has its own whisper rule, older than the city's: a museum notice dates it to 1 April 2022, and the 2024 visiting rules apply it to every group of more than ten. No amplification is allowed in MUVE's civic museums, and guides' own sets must be handed out outside the museum perimeter.
The visiting rules say: "A Palazzo Ducale i gruppi di oltre 10 persone devono utilizzare apparecchi silenziatori (whisper)." In English: "At the Doge's Palace, groups of more than 10 people must use silencing devices (whisper)."
Groups without an authorised guide can rent sets at the museum desk; the museum's page listed €1 per person in October 2026. The foundation reserves the right to extend the obligation to its other venues, so check before each season.
Why can't phone-based systems be used inside St Mark's Basilica?
Because the Procuratoria di San Marco rules them out for trade tickets. Its access regulation of September 2026 bans audio guides and similar devices, including downloadable or online apps and AI platforms, for visitors whose tickets were bought through the B2B channel, even for translation. A guest's phone playing the guide's voice falls within that wording.
"L’utilizzo di audioguide e/o di altri analoghi dispositivi (ivi comprese le applicazioni scaricabili o a disposizione online e le altre piattaforme IA) non è consentito ai visitatori titolari di un biglietto acquistato tramite il canale B2B, nemmeno a scopo di traduzione"
In English: "The use of audio guides and/or other similar devices (including downloadable or online applications and other AI platforms) is not permitted for visitors holding a ticket bought through the B2B channel, not even for translation."
The same rules make whisper radio headsets mandatory inside for groups of nine or more, handed out before entry and collected after exit. Groups are capped at 25 and the visit at 20 minutes. Breaches can mean removal, cancelled tickets without refund and a guide account suspended for up to three months.
So do not use Your Next Tours inside St Mark's. Bring a radio whisper set for the basilica and keep phone listening for the briefing outside and the walk on. The regulation does not say whether the Procuratoria rents sets, so arrange your own in advance.
How should a guide plan a Venice day around these rules?
Plan the street, the palace and the basilica as three settings. The street needs earphones above ten, the Doge's Palace whisper devices above ten, and St Mark's radio headsets from nine with no phone listening at all. One kit rarely covers all three, so pack for the strictest stop.
- Count visitors without the guide: more than ten means earphones in the street, more than 25 means a second guide and a second group.
- Choose the street system. The city text says only earphones, so every guest listens through earphones, never a phone speaker; ask the Comune in writing before relying on guests' phones.
- Carry spare earphones with USB-C, Lightning and 3.5 mm plugs, because the fine targets a guide who has not provided them.
- Charge the night before: receivers if you rent, a power bank for your phone and the pocket router if you use phones.
- For St Mark's, pack a radio whisper set, hand it out before the door and keep every phone in a pocket inside.
- Brief in a campo, never on a bridge or ramp, and give an earlier group room.

Try it on your next tour
Your group already carries most of the hardware for the streets. Install the guide app, create a tour and show its QR code at the meeting point: guests listen on their own phones and earphones while you talk at a normal volume in the campo. Keep a radio set for St Mark's, and see how the broadcast works and pricing.
